Delegation of Authorities
Here is what, and how to apply for Delegations of Authority (DOA).
There are two components to a Delegation of Authority (DOA)
1- The course portion
Commanding Officers require the Fundamentals of
Non-Public Property (NPP) Financial Certification
These courses expire every three years. These courses are available on the DLN.
All other individuals exercising their Delegation of Authority require Non-Public Property (NPP) Financial Delegated Authorities and Contracting Certification

Our DOA has three Annexes that need to be done every year.
DOA's allow our committee members to have financial authority delegated to them by the Commanding Officer.
Annex A - The CO requires to have a valid Fundamentals of Non-Public Property (NPP) Financial Certification Course (this can be done on the DLN). The courses expire every three years. The CO must sign the Annex A and list the positions.
Annex B - this lists the positions from Annex A and identifies who will fill these roles. Annex B can be signed by an officer at the Unit
Annex C - each person listed on Annex B must complete an ANNEX C. They must have at minimum the Non-Public Property (NPP) Financial Delegated Authorities and Contracting Certification Course, but if they have the Fundamentals of Non-Public Property (NPP) Financial Certification Course (the bigger course of the two) they are valid. These courses expire every three years and are available on the DLN.
Without Valid DOA's we cannot apply for NPP Credit Cards or make purchases on behalf of the Mess.
